L’Armée du Salut offre un refuge et la sécurité aux demandeurs d’asile dès leur arrivée à Winnipeg, au bout d’un itinéraire qui les a amenés à traverser d’immenses champs enneigés du Manitoba. « La plupart d’entre eux ne transportent qu’un sac à dos », affirme le major Rob Kerr, de l’Armée du Salut. « Ils ont besoin de toute leur énergie pour accomplir le trajet. »
Le Centre Booth de l’Armée du Salut à Winnipeg a formé un partenariat avec l’organisme Welcome Place, qui fournit un ensemble de services d’aide aux nouveaux réfugiés.
« Welcome Place aiguille les demandeurs d’asile vers le Centre Booth, situé au centre-ville de Winnipeg, où ils pourront recevoir le gîte et le couvert », explique le major Kerr. « Vendredi, nous avons admis huit personnes, puis 25 autres, dimanche. Notre centre d’hébergement consacre 30 lits aux demandeurs d’asile, et a prévu d’autres solutions pour admettre un plus grand nombre de personnes, au besoin. »
Le major Kerr ajoute que des parents et leurs enfants ont dû marcher dans des bancs de neige qui leur allaient jusqu’à la taille, au beau milieu de la nuit, parfois pendant au moins huit heures jusqu’à un endroit sûr pour éviter d’être déportés. D’autres ont dû se faire amputer des doigts en raison des engelures.
« Dimanche, j’ai rencontré un couple qui avait traversé la frontière jeudi », raconte le major Kerr. « La femme est enceinte de cinq mois et connaît les risques d’hypothermie et d’engelure. Mais ils avaient peur d’être déportés. Leur vie était en danger lorsqu’ils ont quitté la Somalie pour le Brésil. Ils ont traversé l’Amérique du Sud à pied, depuis le Brésil jusqu’au Mexique. Ça leur a pris trois mois. À partir du Mexique, ils sont entrés aux États-Unis, où ils ont demandé le statut de réfugié. Ils étaient en processus d’appel quand leur demande a été refusée, et leur audience a été annulée. Ils ne retourneront pas en Somalie.
« Les demandeurs d’asile viennent au Canada pour leur survie. Nous voulons que ces gens aimables et reconnaissants se sentent en sécurité et à l’aise, et qu’ils sachent que nous sommes là pour les aider du mieux que nous pouvons. »
Le Centre Booth a aménagé une aire pour y loger une trentaine de personnes. On y effectuait des rénovations pour un autre programme éventuel, mais l’aire n’était pas encore utilisée. Ainsi, le programme d’aide aux demandeurs d’asile n’enlève rien à personne d’autre dans la collectivité.
« L’hébergement des demandeurs d’asile n’a aucune incidence sur notre capacité à offrir un refuge ou d’autres services à toute autre personne dans la collectivité », déclare le major Kerr. « Il reste des places disponibles dans notre établissement, et nous continuerons d’offrir des services tant que nous le pourrons et que nous aurons de la place. »
Même si les demandeurs d’asile ont traversé la frontière illégalement, ils sont autorisés à demeurer au Canada dès le moment où ils entrent en contact avec l’Agence des services frontaliers du Canada. Notre offre de services d’hébergement aux demandeurs d’asile respecte entièrement la loi fédérale.
« Dès qu’ils arrivent à Winnipeg, les demandeurs d’asile deviennent des membres de notre collectivité, qui se trouvent être dans le besoin », conclut le major Kerr. « Nous leur rendons service, tout comme nous le faisons pour toute autre personne qui se tourne vers l’Armée du Salut pour obtenir de l’aide. »
