La mise en œuvre des programmes d’intervention par temps froid de l’Armée du Salut va bon train dans tout le territoire, en vue de la saison hivernale 2019. Lorsque l’hiver s’installe, nous travaillons très fort pour nous assurer que nul ne passe la nuit dans la rue.

« Par temps froid, la priorité de l’Armée du Salut est de veiller à la sécurité des gens en leur permettant d’accéder à des services communautaires ou d’urgence, explique Mark Stewart, directeur des soins transitoires et d’urgence au Centre Booth de l’Armée du Salut à Winnipeg.

« La semaine dernière, lorsque la température a chuté jusqu’à -40 °C, des sans-abri se sont précipités vers notre véhicule d’urgence, car ils avaient si froid aux orteils, qu’ils ne les sentaient plus, poursuit-il. Bref, lorsque nous sillonnons les rues, nous ne savons jamais à quoi nous attendre. »

L’Armée du Salut à Winnipeg a modifié une vieille ambulance qu’elle utilise pour parcourir les rues durant les grands froids et aider les personnes en situation d’itinérance.

« Le froid peut entraîner de graves conséquences, comme l’hypothermie, les engelures ou même la mort, indique Mark Stewart. Nous veillons sur les sans-abri, en plus de leur offrir des repas, des vêtements chauds et, au besoin, le transport jusqu’à un refuge d’urgence. »

À Victoria, un protocole d’urgence relatif au temps froid est appliqué dès que les températures nocturnes passent sous le point de congélation.

« Il est essentiel que les sans-abri aient accès à des refuges où ils peuvent passer la nuit et se réchauffer, surtout lorsque les températures sont particulièrement froides, mentionne Patricia Mamic, qui travaille pour l’Armée du Salut à Victoria. En plus des lits habituels et temporaires, des matelas additionnels sont préparés lors d’épisodes de froid extrême; cela permet d’offrir un toit aux personnes aux prises avec une dépendance ainsi qu’aux sans-abri. »

« Il existe plusieurs façons concrètes d’aider les itinérants, affirme Mark Stewart.
