Le 4 octobre 2016, l’ouragan Matthew, qui a frappé le sud-ouest d’Haïti, a détruit 200 000 résidences. De plus, près de 14 millions de personnes ont eu besoin d’aide humanitaire. L’Armée du Salut, qui était déjà présente sur le terrain, a distribué des denrées et, par l’entremise de sa clinique, traité des blessés.
Lorsque l’ampleur de la dévastation est devenue de plus en plus claire, le personnel des services d’urgence de l’Armée du Salut internationale a été déployé sur les lieux pour évaluer les besoins des collectivités, élaborer des projets et distribuer des produits alimentaires et des articles essentiels aux sinistrés.
Le pasteur et major Bill Barthau était l’un des deux Canadiens à qui l’on a demandé de participer aux efforts de rétablissement, qui ont duré sept semaines.
« Lors de notre visite à La Fosse, un petit hameau de la péninsule sud-ouest d’Haïti, nous avons pu observer les dommages causés aux habitations, aux arbres et aux cultures, indique le major Barthau. Les débris envahissaient les rues et le réseau d’alimentation électrique était endommagé. Nous avons discuté avec les habitants qui nous ont parlé de tous les défis auxquels ils devaient faire face. »
« Plus tard, nous avons entrepris la distribution de vivres dans un secteur qui comptait plus de 450 familles. C’est là que j’ai rencontré Lorvens, âgé de 10 ans, qui était agrippé à la jupe de sa mère. Il était désemparé parce qu’il ne pouvait plus aller à l’école ni reconstruire leur potager, car ils n’avaient plus d’outils et qu’il était impossible de trouver des semences. Sa maman et lui cherchaient des moyens de subsister un jour à la fois. »
« J’ai rapidement compris, après avoir constaté les dommages causés aux cocotiers, aux manguiers et aux autres arbres, qu’il faudrait de nombreuses années à la nature et aux Haïtiens pour s’en remettre. Les habitants utilisaient les arbres qui étaient tombés pour faire du charbon de bois. Comme le bois est la principale source de combustible dans la préparation des repas, je me suis demandé ce que toutes ces familles feraient dans six mois. Dans les plantations de bananes, les nouvelles tiges sortaient déjà; dans les champs, par contre, tout était dévasté. Les sinistrés devraient attendre la prochaine récolte de riz, de maïs et de haricots. En éducation, le défi était de taille, car la majorité des écoles ne reçoivent pas de subventions de l’État. Il fallait trouver des solutions pour reconstruire les infrastructures et payer les professeurs. À Haïti, la vie va continuer, mais à quel prix. »
